Deskbound policy making overlooks ground reality: Education Minister Pokharel
Simara (Bara), Oct 6: Minister for Education, and Sports, Sasmit Pokharel, has said works at policy and structural levels are underway at a rapid-pace for reforms in higher education.
During his address to a high-level dialogue programme organised by the Ministry of Education and Sports at Simara today, the Minister said works to draft a new act and prepare the National Curriculum Framework are underway simultaneously.
Referring to educational atmosphere in the Madhesh, the Minister said voices from the ground (grassroots) would greatly contribute to achieving expected reforms.
Highlighting significance of the dialogue programme, the Government Spokesperson said, "The armchair policy-making overlooks the local needs and voices, adding that the programme is expected to realise the ground reality of the situation through talks with people's representatives and bodies concerned.
Expressing concerns regarding the operation, expansion, and specialization of universities, Minister Pokhrel said, “Simply adding the number of universities is not enough. We need to focus on developing specialized universities. There is no point in having fifteen universities if they all run in a conventional way. "
According to him, it is hard to secure academic excellence thorough indiscriminate affiliation of colleges or arbitrary increment in student enrollment. He pressed the need to encourage foreign students to choose universities in Nepal to pursue higher education.
The Minister stressed that it is needed to prioritize academic quality and promote skill-based, technology-friendly education system.
Talking about aspiring transformation in technical education and school-level education, he stressed that our efforts be centered on the ground reality.
