Government issues 'quick fix' action plan for public service delivery

Kathmandu, Aug 21:  The government has issued an 'Action Plan on Immediate Reform of Public Service, 2083 BS'. The action plan aims to make the public service delivery prompt, accessible, transparent and civic-friendly. 
 The document issued on Friday by the Office of the Prime Minister and Council of Ministers (OPMCM) in accordance with the Chief Secretary-level decision is to be implemented by all ministries, secretariats, offices and the Office of Chief Minister and Council of Ministers. A circular to this end has been already issued to the respective bodies.   
According to OPMCM spokesperson and joint-secretary Hem Raj Aryal, the action plan is meant for identifying existing issues in the existing service delivery and undertaking reformative measures with financial discipline. Ending the condition forcing service seekers to visit offices unnecessarily, imparting clear information about necessary documents and procedures required  for receiving the services, reducing service time and cost, and increasing the use of technology are among the priorities of the action plan. 
It mentions the implementation of reform measures capable of yielding effective results at a reasonable cost, bringing immediate improvements in service delivery so that citizens can experience it firsthand. The document is based on the concept of identifying and sorting out problems surfaced in service delivery immediately, and coordinating among the concerned agencies for further improvements if necessary.
It aims to bring measurable and direct reforms that service recipients can experience within the next 30  days in District Administration Offices, Department of Transport Management, Department of Passport, the Offices of the Examinations Controller, Revenue Offices and telecommunications, drinking water, public transport and market monitoring sectors. 
The document further envisages the certainty of gradual and sustained reforms through the implementation of prompt measures, complemented by the necessary structural interventions, to achieve long-term improvements in public service delivery. 
Importantly, the action plan has prioritized 'quick fix', which requires timely address to the problems/grievance rather than a wait for long-term legal and structural reforms. The quick fix is included in the action plan under the implementation of 30-day reform.
The action plan is brought to continue the reform cycle with identification of problems in service delivery, immediate solution and monitoring.
The public offices that have directly related to peoples' need and daily services like District Administration Office, Department of Transport Management, Department of Passport, National Exam Board, Nepal Telecom and Kathmandu Upatyaka Khanepani will have more reform in the way they cater services. Service seekers' convenience and satisfaction would be prioritized. 
Schemes of grievance handling though digital medium and applications as WhatsApp, SMS, QR code; provision of focal person at each office and indicators of the monitoring of public service are fundamental parts of the action plan.
